An Antwerp artist. He studied under Willem van Cleve in 1543 and was admitted to the Antwerp Guild of S. Luke in 1552. By 1560 he was residing in London.
In 1561 he visited Sweden to paint the portrait (now in Gripsholm Castle) of Eric XIV, a prospective bridegroom of Elizabeth I. He was extensively patronised by John, 1st Baron Lumley, and appears in the Lumley inventories as 'The famous paynter Steven'. No works by him can be identified after 1568.
